In the UK, the Climate Change Bill was published in 2008 which sets out a long-term framework to reduce CO2 emissions, with a reduction of 30% by 2030 based on 1990 levels. Increased use of renewable energy will be required if these targets are to be achieved.

Biomass is a mature, proven technology, and has been used successfully used for many years in countries such as Austria, Finland and Denmark. As well as the environmental benefits of biomass heating, biomass is also low cost and typically lower than the fossil fuel being displaced. Use of locally sourced energy also provides security from price volatility of oil and gas, resulting from increasing dependence on foreign imports.
